Adoption is termed legally as permanently placing a baby or child with a parent (or parents) who were not the birth parents. Adoption produces the severing of the parental rights and responsibilities of the true biological parents and putting those responsibilities & rights onto the adoptive parents. Many children are placed up for for adoption as a result of the true biological parents' decision that they are unfortunately not able to adequately care for their baby, infant or older child. Some percentage of actual biological parents forcibly are stripped of their parental rights so that their child or children are placed into foster care since they were abandoned, abused or neglected. The physical incapability to have a biological child is a normal reason to adopt. A decision to adopt could also be due to the lack of a spouse or desiring not to use a surrogate or sperm donor. Single people and same sex partners often adopt because of this. Methods of becoming an adoptive parent deviate from state to state or between countries. Ordinarily when making an application to adopt, all prospective adopters will be evaluated for appropriateness.

International adoptions commonly are more expensive and often incur additional fees, including the adopters necessarily being required to journey to the source country. U.S. citizens represent the vast majority of international adoptive parents. A few large countries have moderately well established laws and procedures for out of country adopters to meet, while other countries don't. Adoption rules and regulations for each country can differ widely.Any requirements necessary to start the process of adopting outside the country also will differ widely, depending on the country of the adopters. In america, as an example, usually the first point in the process is finding an agency or facilitator to work with. Every agency or facilitator works with a different group of nations, although others focus their energy only on a single country.
