Adoption is the legal act of permanently placing a baby or older child with one or two parents who weren't the birth parents. Adoption brings about the severing of the parental rights and responsibilities of the actual biological parents and putting those rights and responsibilities onto the adopters. A large number of kids are put up for for adoption due to the actual birth parents' decision that they are unfortunately not able to care adequately for their little one. Other true birth parents involuntarily are stripped of their parental rights so that their kids are placed in foster homes since they were abused or abandoned. The physical inability to biologically reproduce is a standard motive given for adopting. A desire to adopt can also be due to the lack of a marital partner or a decision not to use a sperm donor or surrogate. Unmarried folks and same sex couples regularly adopt for this very reason. Procedures for legally adopting will differ from country to country. Generally when going to adopt, all prospective adopters will be evaluated for appropriateness.

Adopting from outside one's country are often more pricey and very frequently incur other costs, including the adoptive parents having to go to the source country. American citizens represent the biggest number of international adopters. A number of more developed countries have fairly well founded laws, rules and procedures for out of country adopters to follow, while other countries do not. Adoption rules and regulations for each country vary widely.Any requirements necessary to begin the process of adopting outside the country also deviate widely, depending on the country of the adoptive parents. In the United States, as an example, generally the first phase of the process is finding an adoption facilitator or agency to deal with. Each agency or facilitator works with different countries, and a select few focus all their energy on a specific country.
